Your telegram of June 29 h Nguyen ai Quoc wishes to

22541/27) on 82837/31 proceed to England (e my telegra: September 24th 1931 and your reply) but wishes to avoid the Suez and Trana-Pacific routes and he fears molestation by the French at Port Said or

Marseilles in first instance and a Shanghai or Japan in

second place. He desires to go to Australia and thence to England via Cape of Good Hope and inder paragraph 3 of appeal claims an undertaking that permiss, on to enter and stay in Australia for the purpose of transl ipment shall be obtained

from Australian Government.
